Worrying pattern of cancellations shows Australian TV's grim future

<p>As the future of free-to-air Australian television continues to be more and more "uncertain", a worrying pattern of dozens of cancelled programs show how the industry has been in trouble for quite some time. </p> <p>In recent years, dozens of seemingly popular shows have been axed across three major networks with thousands of people across the industry preparing themselves for further cancellations, pay cuts, job losses and career changes.</p> <p>According to <a href="https://au.lifestyle.yahoo.com/exclusive-34-axed-aussie-shows-revealed-as-future-of-free-to-air-tv-uncertain-224725084.html" target="_blank" rel="noopener"><em>Yahoo Lifestyle</em></a>, 34 shows across Seven, Nine and Ten have either been axed, put on an indefinite hiatus, or quietly removed from TV schedules with no mention of it again over the last five years. </p> <p>Many Aussie TV staples such as <em>Millionaire Hot Seat</em>, <em>The Bachelor</em>, and <em>Australian Ninja Warrior</em>, which were all once the highest rated shows on television, have been binned due to declining viewership and dwindling ratings. </p> <p>Channel Ten's <em>The Masked Singer</em> has also become a casualty in the TV wars, as host Dave Hughes <a href="https://oversixty.com.au/entertainment/tv/hughesy-spills-the-beans-on-major-shows-set-to-be-axed" target="_blank" rel="noopener">shared</a> that he simply hadn't received a production schedule for the new season of the show, only to discover it had been shelved. </p> <p>In an attempt to breathe new life into the channels, newer shows like Shaynna Blaze’s <em>Country Home Rescue</em> or Kate Langbroek’s <em>My Mum, Your Dad</em> premiered, but have only survived for single seasons after failing to grab an audience. </p> <p>Even revived classics like <em>Big Brother</em>, <em>Celebrity Apprentice</em> and <em><a href="https://oversixty.com.au/entertainment/tv/channel-10-axes-another-show-amid-ratings-crisis" target="_blank" rel="noopener">Gladiators</a></em> haven’t been able to survive as they now face growing competition from streaming giants like Netflix and Stan.</p> <p>As the list of cancelled shows continues to grow, one seasoned lighting director, who asked to remain anonymous, told Yahoo Lifestyle that job insecurity for casts and crews is a major concern. </p> <p>They said, “Every year the breaks between jobs are getting longer and longer to the point a lot of us (crew) are now leaving the industry. Ten years ago we’d be booked consistently with jobs locked in 12 months in advance for all of the networks, now everyone’s scrambling to try to get on a three-day pilot shoot. ‘Screaming, chanting, struggling teenagers’: the enduring legacy of the Beatles tour of Australia, 60 years on

<div class="theconversation-article-body"><em><a href="https://theconversation.com/profiles/michelle-arrow-45">Michelle Arrow</a>, <a href="https://theconversation.com/institutions/macquarie-university-1174">Macquarie University</a></em></p> <p>The Beatles began their first and only tour of Australia 60 years ago this week. It remains a landmark event in our social and cultural history.</p> <p>The Beatles spent almost three weeks in Australia and New Zealand. Touching down in a wet and cold Sydney on Thursday June 11 1964, they played 32 concerts in eight cities: first Adelaide (where drummer Ringo Starr, suffering from tonsillitis and pharyngitis, was replaced by Jimmie Nicol), then Melbourne (with Starr again), Sydney, Wellington, Auckland, Dunedin, Christchurch and two final shows in Brisbane on June 29 and 30.</p> <p>Charming and irreverent as they were, The Beatles themselves were only part of the reason the tour was so memorable.</p> <p>It was the hordes of screaming fans who followed their every move that astonished onlookers.</p> <h2>The rise of Beatlemania</h2> <p>By 1964, Australian teenagers had access to a global youth culture. As the feminist author Anne Summers, then an Adelaide teenager, recalled in her memoir Ducks on the Pond: "It was rare for world-famous pop stars to come to Adelaide and unheard of for a group at the height of their celebrity."</p> <p>That Australian teenagers had the opportunity to see The Beatles in person in 1964 was due to a stroke of luck for tour promoter <a href="https://adb.anu.edu.au/biography/brodziak-kenneth-leo-kenn-32165">Kenn Brodziak</a>. In late 1963, Brodziak secured the then up-and-coming Beatles for a three-week tour of Australia at a bargain rate.</p> <p>By the time the tour took place, the Beatles were the biggest band in the world.</p> <p>Their popularity had skyrocketed throughout 1964. <a href="https://www.youtube.com/watch?v=jenWdylTtzs">I Want To Hold Your Hand</a> went to number one on the Australian charts in mid-January and the top six singles that year were <a href="https://en.wikipedia.org/wiki/List_of_top_25_singles_for_1964_in_Australia">all by The Beatles</a>.</p> <figure><iframe src="https://www.youtube.com/embed/iUCl9FWLzgM?wmode=transparent&amp;start=0" width="440" height="260" frameborder="0" allowfullscreen="allowfullscreen"></iframe></figure> <p>So when the band arrived here, Beatlemania was the predictable result: crowds of surging, screaming young people, who turned out in massive numbers wherever the Beatles appeared.</p> <p>While the earliest rock ‘n’ roll fans (and even performers) in the late 1950s were often labelled <a href="https://eprints.qut.edu.au/633/1/moore_keith.pdf">juvenile delinquents</a>, there were too many teenagers swept up in Beatlemania for them to be dismissed in the same way. The crowds became a spectacle in themselves.</p> <h2>‘A chanting mass of humanity’</h2> <p>Beatlemaniacs were loud and unruly. The Daily Telegraph reported: "50,000 screaming, chanting, struggling teenagers crowded outside Melbourne’s Southern Cross Hotel this afternoon to give the Beatles the wildest reception of their careers."</p> <p>It was a similar story in Adelaide. The Advertiser described: "police, their arms locked together and forming a tight circle around the car carrying the Beatles, had to force a path through the surging, screaming crowd […] Police said they had never seen anything like it."</p> <p>The crowds overwhelmed observers with their sheer size – a “solid, swaying, chanting mass of humanity”, according to The Age – and noise. The Daily Telegraph consulted an acoustics expert to conclude “Beatles fans scream like [a] jet in flight”.</p> <figure><iframe src="https://www.youtube.com/embed/2MOFBmxPUCs?wmode=transparent&amp;start=0" width="440" height="260" frameborder="0" allowfullscreen="allowfullscreen"></iframe></figure> <p>Beatlemania was visible (and noisy) evidence of a growing teenage consumer market and the assimilation of rock music, dancing and youth culture into the leisure practices of middle-class youth. It was proof (if anyone still needed it) the youth market was highly developed and extremely lucrative.</p> <p>The speed with which companies found a ready audience for Beatles merchandise (wigs, souvenirs, magazines) demonstrated the relative affluence of the youthful consumer in mid-1960s Australia. This market would continue to grow throughout the decade.</p> <h2>A new idea of youth</h2> <p>Perhaps the most remarkable characteristic of Beatlemania was its femaleness. While not all Beatles fans were girls, it was the crying, screaming girls who attracted the most media comment.</p> <p>The Daily Telegraph described them this way: "It was the girls, the nymphets of 1964 in their uniform of black slacks and duffle coats and purple sweaters – who showed the orgiastic devotion due to the young men from the damp and foggy dead end of England […] the girls wept, screamed, grimaced, fainted, fell over, threw things, stamped, jumped and shouted […] [The Beatles] were the high priests of pop culture, taking due homage from a captive, hypnotised hysterical congregation."</p> <p>The references to “nymphets” with their “orgiastic devotion” tells us many Australians thought these young women were transgressing the norms expected for their era. Young women in the early 1960s were still expected to be demure and responsible. Beatles fans were breaking these rules, and helping to rewrite the meanings of youth and gender in 1960s Australia.</p> <figure><iframe src="https://www.youtube.com/embed/Wyrs5uR-nwc?wmode=transparent&amp;start=0" width="440" height="260" frameborder="0" allowfullscreen="allowfullscreen"></iframe></figure> <p>Beatlemania was an expression of female desire. The Beatles were powerful objects of fantasy for many fans in a world where sexual mores were slowly changing but where women were still expected to police male desire, stopping young men from “going too far”. A fantasy relationship with a Beatle became a way for young women to dream about their ideal relationship.</p> <p>Screaming, chasing a Beatle down the street: these were acts of rebellion and joy that prefigured the rise of women’s liberation, with its embrace of rebellious femininity.</p> <p>Beatlemania reminds us that, even if women were not always behind the microphone or playing the guitar, they have been important to the history of rock ‘n’ roll music as fans and audience members.</p> <p>Beatlemania marked the ascendancy of a new idea of youth: these young people weren’t mere replicas of their parents, but they were not juvenile delinquents, either. The Beatles tour drew young Australians more closely into a transnational youth culture, fostering the development of a distinctively Australian variant here.</p> <p>Beatlemania also demonstrated the massed power of youth. By the end of the 1960s, many Australian teenagers were gathering on the streets to protest, rather than celebrate, and to make political demands, rather than to scream.<!-- Below is The Conversation's page counter tag. Australia’s oldest woman celebrates 110th birthday

<p>Lorna Henstridge, believed to be Australia's oldest woman, has celebrated her 110th birthday. </p> <p>The centenarian was born in Adelaide on June 6, 1914 and was raised in Bute, a small town in the Yorke Peninsula.</p> <p>She has lived through two world wars, five monarchs and two pandemics including the 1918 influenza and Covid-19. </p> <p>Henstridge celebrated her birthday at her aged care home in Bordertown on Thursday surrounded by her three children, seven grandchildren and eight great-grandchildren. </p> <p>School kids from the town also shared their birthday wishes to the centenarian. </p> <p>Henstridge is the second-oldest Australian, behind Ken Weeks, who turns 111 this year.</p> <p>The oldest living person in the world, American-Spanish woman Maria Branyas Morera, turned 117 in March.</p> <p>Henstridge recalled how different life used to be a hundred years ago.</p> <p>“My father used to take me on horseback to the railway crossing when I was five years old to go to school," she said. </p> <p>She also shared her secret to living a long life, which includes enjoying every moment of it, and staying physically and mentally active.</p> <p>“Be active, be interested in the world, be interested in your friends. If you can do that, you’ll get a certain pleasure out of living," she said. </p> <p>Living to an old age may run in the family according to Henstridge's daughter Jennie Jacobs, who said that her grandmother lived until her 90s and her great-grandmother passed aged 100. </p> <p><em>Image: 7NEWS</em></p>

End of the line for P&O: why is Australia such a tough market for the cruise ship industry?

<div class="theconversation-article-body"><em><a href="https://theconversation.com/profiles/freya-higgins-desbiolles-181651">Freya Higgins-Desbiolles</a>, <a href="https://theconversation.com/institutions/university-of-south-australia-1180">University of South Australia</a></em></p> <p>Miami-based cruise operator Carnival Corporation has <a href="https://www.carnivalaustralia.com/media-releases/2024/june/media-release.aspx">announced</a> it will retire its P&amp;O Cruises Australia brand in March 2025.</p> <p>The decision marks the end of the line for an iconic cruise brand in Australia and the Pacific, after <a href="https://www.pocruises.com.au/about/history">nearly a century</a> of operations.</p> <p>Parent company Carnival has been on a campaign of international growth through acquisitions and mergers since at least 1989. P&amp;O Cruises Australia was bought by the company in 2003.</p> <p>Many Australians might remember the brand’s iconic television advertisements from the 1980s and ‘90s that encouraged them to escape the rat race.</p> <figure><iframe src="https://www.youtube.com/embed/curt8yAwPpY?wmode=transparent&amp;start=0" width="440" height="260" frameborder="0" allowfullscreen="allowfullscreen"></iframe><figcaption><span class="caption">P&amp;O’s memorable advertisements from the 1980s and 1990s encouraged Australians to escape the rat race.</span></figcaption></figure> <p>But the reality of cruising’s international consolidation leaves little room for such nostalgia and national brand attachment.</p> <p>Still, cruising is a big part of Australia’s tourism sector, and cruises are a large source of inbound visitors. The Australian Cruise Association estimates the industry’s <a href="https://www.australiancruiseassociation.com/sites/default/files/documents/2023-10/CLIA_ACA_CruiseEIA_Infographic.pdf">total economic contribution</a> is as high as A$5.63 billion.</p> <p>Australians are hungry for cruise ship experiences. They make up the <a href="https://www.cruising.org.au/Tenant/C0000003/2020%20Awards%20Sponsors/2023%20Australia%20Source%20Market%20Infographic_Final%20V3.pdf">fourth largest</a> source market for passengers, at 1.25 million last year.</p> <h2>Australia is a tough place to make a profit</h2> <p>A <a href="https://cruising.org/en/news-and-research/press-room/2024/april/state-of-the-cruise-industry-report">recent report</a> by Cruise Lines International Association painted a picture of a thriving industry. New, bigger ships are being rolled out to meet a growing market of both new and loyal cruise enthusiasts.</p> <p>So why are operators struggling here? P&amp;O hasn’t been the only brand facing difficulties down under.</p> <figure class="align-right "><figcaption></figcaption></figure> <p>P&amp;O’s sister line Cunard recently announced it will <a href="https://www.cruisehive.com/iconic-cruise-line-will-stop-homeporting-in-australia/114867">stop basing itself</a> in Australia from 2026, and Virgin Voyages’ Resilient Lady has <a href="https://www.smh.com.au/traveller/travel-news/branson-s-virgin-voyages-scraps-next-summer-s-australian-cruises-20240227-p5f83q.html">cancelled plans</a> for a second sailing season here next summer.</p> <p>Carnival <a href="https://www.carnivalaustralia.com/media-releases/2024/june/media-release.aspx">said</a> its decision on P&amp;O Australia came down to the region’s “significantly higher operating and regulatory costs” and small population. The company said it had been forced to change its operating approach to achieve “efficiencies”.</p> <p>The cruise sector was hit hard by the pandemic. In early 2020, Carnival reported a staggering single quarter net loss of <a href="https://www.reuters.com/article/idUSL4N2DV2XV/">US$4.4 billion</a>. The company also suffered reputational damage following a <a href="https://www.bbc.com/news/business-67215595">high-profile COVID outbreak</a> on its Ruby Princess cruise ship.</p> <p>The international cruise market is heavily concentrated. Almost <a href="https://cruisemarketwatch.com/market-share/">80%</a> of the passenger market is shared by three big companies: Carnival, Royal Caribbean International and Norwegian cruise lines.</p> <p>Australia’s high operating costs and relatively small market make it tough for big cruise companies to achieve the profitability they expect. Carnival’s Cunard Line attributed its decision to <a href="https://www.canberratimes.com.au/story/8440670/carnival-cruise-lines-shun-victoria-over-fee-hike/">move out</a> of Melbourne to a 15% hike in port fees.</p> <p>As these companies have sought to strengthen their competitive advantage, acquiring smaller players has been a popular strategy.</p> <p>This mass tourism model can deliver relatively cheap holidays for passengers. But it often also sacrifices well-loved smaller cruise operations that are more connected to local histories and cultures.</p> <p>There is also the tyranny of distance for Australia, and increasing geopolitical risks affecting cruising.</p> <p>The Australasian region faces stiff competition as a cruise destination from alternatives such as the Caribbean and the Mediterranean, which are close to large markets. Virgin Voyages said its cancellation of the 2024–25 sailing schedule was due to major safety concerns in the Red Sea.</p> <h2>What does its future hold?</h2> <p>Reassuringly, customers with P&amp;O bookings for the remainder of 2024 will not be affected. Next year, the brand’s Pacific Encounter and Pacific Adventure ships will continue to sail, but under new branding for Carnival Cruise Line. Pacific Explorer will be retired from service.</p> <p>In Australia, the mass tourism model of the big cruise operators is no doubt here to stay. But there could be further cuts to the range of destination ports offered as the industry prioritises profits.</p> <p>In the longer term, however, a crucial question concerns the future of ports around Australia that have been enticed into engaging with the cruise industry. Many government tourism authorities have been keen to expand the sector.</p> <p>As a result, access to some smaller ports has been negotiated and there has been a push to build new facilities in New South Wales, the biggest market.</p> <p>This has received <a href="https://www.nsw.gov.au/media-releases/government-acts-to-protect-yarra-bay-from-cruise-ship-terminal">pushback</a> from some parts of the community who argue the economic benefits don’t outweigh the cultural and ecological cost.</p> <p>In the future, there could be a more sustainable solution for Australian cruising in smaller expedition-like formats. These have been particularly successful in locations such as the Kimberley in Western Australia.</p> <p>Local communities at small-ship destinations may find this model of cruising more acceptable, given its lower passenger numbers and smaller environmental impact.<!-- Below is The Conversation's page counter tag. Tourism Australia staff caught spending $140k of taxpayers' money on personal travel

<p>Three Tourism Australia employees have been fired after spending $137,441 of taxpayers' money for personal travel expenses, with the National Anti-Corruption Commission (NACC) called in to investigate.  </p> <p>Tourism Australia is the government agency in charge of promoting Australia's tourism industry abroad. </p> <p>Tourism Australia chief executive Phillipa Harrison appeared before a Senate committee in Canberra on Tuesday and confirmed the breach of the agency’s travel policy. </p> <p>The spending  had been uncovered in October 2023 when the agency's own staff detected the misuse of funds and “immediately reported and escalated” it. </p> <p>“The three employees undertook personal travel that was booked through Tourism Australia’s corporate travel agent and was invoiced to Tourism Australia,” she told the committee. </p> <p>“Tourism Australia demanded that the three individuals repay the full amount of this travel.”</p> <p>She added that the full amount was repaid to Tourism Australia last December, and the three employees have since been sacked. </p> <p>Harrison also said that Deloitte was hired to do an extensive audit dating back to 2021 “to ensure that we understood the full extent of the issue” but “no further instances of wrongdoing were identified”.</p> <p>“Off the back of the audit I have overseen a strengthening of our travel policy processes to ensure the conduct cannot be repeated,” she said.</p> <p>Tourism Australia have referred the matter to the NACC and are awaiting a response. </p> <p>When asked by New South Wales Nationals senator Ross Cadell about the identities of the staff and whether the agency's chief financial officer was among those involved, she replied: "The NACC has advised me that I'm unable to provide the further details on the roles and the people involved until they have finished their investigations." </p> <p>"To do so may compromise current or potential investigations, and prematurely impact the reputations of individuals in circumstances where the legislation enacted by parliament intends to avoid that by requiring that investigations, generally, be conducted in private and that information concerning them is not to be disclosed."</p> <p>She took a question on notice about how many trips were booked by the staff and the destinations for the travel. </p> <p>Her refusal to answer the questions caught the senator off-guard and he said: “I am shooketh, shaken, by not being able to ask these questions,” before calling a short suspension to discuss the concerns. </p> <p>On return, she officially claimed “public interest immunity” and was told she had to outline the situation in writing. </p> <p>"I have to say, this is the first time in my experience where a direction from the NACC has directed an official not to make a public statement," Tourism and Trade Minister Don Farrell said. </p> <p>"This does present some significant issues which I myself would like to get clarified.</p> <p>"You and I both voted for this legislation and obviously this is how it's being applied. “Australia is a sadder place": Shock as John Blackman's death confirmed

<p>Australian radio legend and star of <em>Hey Hey it's Saturday</em> John Blackman has passed away at the age of 76. </p> <p>Entertainment reporter Peter Ford broke the sad news on <em>The Morning Show</em> on Wednesday morning, saying, “Australia is a sadder place with this news."</p> <p>"John was an incredible man. Australia's most trusted brands for 2024 revealed

<p>Despite the rise in cost-of-living, there are some brands that Aussies continue to have confidence in, and are willing to spend their money on. </p> <p>Over 4,000 Australians were surveyed by market research agency Catalyst, who were commissioned by Reader's Digest, and they were asked to choose the brands they trusted the most across nearly 70 different categories. </p> <p>"It's been a very challenging few years, but ultimately our category winners share a key common trait," Catalyst Research director Cameron Gentle said.</p> <p>"They consistently deliver on their promise. People have an expectation of what they're going to get, and the particular product or organisation delivers what they're after. Time and again."</p> <p>The survey, now in its 25th year, has crowned Bunnings as the ‘most iconic’ retailer and the fourth most trusted brand. </p> <p>Other noteworthy winners include Singapore Airlines for the most trusted brand to fly with, Panadol for pain relief, and Toyota for cars. </p> <p>Dettol was ultimately crowned the most trusted brand, earning the number one spot. </p> <p>"Since its humble beginnings in 1935, when Dettol Antiseptic Liquid was used as a post-surgery antiseptic skin wash in hospitals, Dettol has evolved to become the trusted brand in germ protection around the home," Readers Digest wrote.</p> <p><strong>Check out the list of Australia's top 20 most trusted brands below: </strong></p> <p>20. Major Australian cruise line shuts down

<p>After almost a century of voyages, one of Australia's most trusted cruise lines is shutting down. </p> <p>In a shock statement on Tuesday, P&amp;O Australia announced it will cease to exist from early 2025, with the family-friendly cruising company wrapping up operations. </p> <p>The cruise liner’s parent company Carnival Cruises announced the shocking news in a statement, which read, “In March 2025, the company will sunset the P&amp;O Cruises Australia brand and fold the Australia operations into Carnival Cruise Line, which has served the South Pacific since 2013 and is today the world’s most popular cruise line."</p> <p>“When the transition is complete next year, the Pacific Encounter and Pacific Adventure ships will begin sailing under the Carnival Cruise Line brand while the Pacific Explorer will exit the fleet at that time.”</p> <p>A spokesperson for Carnival Cruise said those who are booked on a currently available itinerary with P&amp;O Cruises Australia will “operate business as usual” and guests will be “notified in the coming days” of any changes to future bookings as a result of the announcement.</p> <p>Josh Weinstein, chief executive officer of Carnival Corporation, said the increasing operating costs and the South Pacific’s “small population” had weighed in on the decision to close up shop. </p> <p>“P&amp;O Cruises Australia is a storied brand with an amazing team, and we are extremely proud of everything we have accomplished together in Australia and the broader region,” Mr Weinstein said.</p> <p>“However, given the strategic reality of the South Pacific’s small population and significantly higher operating and regulatory costs, we’re adjusting our approach to give us the efficiencies we need to continue delivering an incredible cruise experience year-round to our guests in the region.”</p> <p>According to <a href="https://www.news.com.au/travel/travel-updates/travel-stories/po-cruise-australia-to-shut-down-after-almost-a-century-of-voyages/news-story/9c7f34641337edf06a764849241a35b0" target="_blank" rel="noopener"><em>news.com.au</em></a>, P&amp;O Cruises Australia will continue setting sail as planned until March next year before Carnival Cruises absorbs P&amp;O customers and redistributes keen travellers on different Carnival ships. </p> <p>Ahead of the announcement, president of Carnival Cruise Line Christine Duffy warned there would be major job losses as a result of the decision. </p> <p>“This is not an easy decision for the company to shut down or sunset the P&amp;O Australia brand,” she told <a href="https://www.dailytelegraph.com.au" target="_blank" rel="noopener"><em>The Daily Telegraph</em></a>.</p> <p>“We will continue to maintain an office here in Sydney. The hen-some winners of Australia's next top chicken awards

Australia can afford to bulk bill all GP visits. So why don’t we?

And encouraging GPs to bulk bill is <a href="https://theconversation.com/cheaper-medicines-and-a-new-approach-for-mental-health-care-will-the-budget-make-us-healthier-229612">one measure</a> the government is taking to ease the strain.</p> <p>So what would it take for GPs to bulk bill everyone? In our <a href="https://onlinelibrary.wiley.com/doi/10.1111/1467-8462.12553">recent paper</a>, we calculated this is possible and affordable, given the current health budget.</p> <p>But we show recent incentives for GPs to bulk bill aren’t enough to get us there.</p> <p>Instead, we need to adjust health policies to increase bulk-billing rates and to make our health system more sustainable.</p> <h2>How do the incentives work?</h2> <p>In recent years, the government has introduced various incentives to try and encourage GPs to bulk bill (so patients pay nothing out-of-pocket).</p> <p>The most recent has been the “<a href="https://www.health.gov.au/our-work/increases-to-bulk-billing-incentive-payments#1-november-2023-changes">triple bulk-billing incentives</a>” or “triple bonus” for short. These have been in place since November 2023.</p> <p>Under these incentives, GPs in metropolitan areas are paid a A$20.65 bonus if they bulk bill concession card holders or children under 16 years. GPs in rural and remote areas are paid $31.35-$39.65 extra. These bonus payments are in addition to regular Medicare rebates GPs receive.</p> <p>But when we looked at whether these latest incentives are likely to work to boost bulk billing, we found a city-country divide.</p> <h2>City GPs may not be convinced</h2> <p>We worked out the triple bonus will not help most people in metropolitan areas.</p> <p>That’s because in these areas the bonus is much lower than what patients currently pay out-of-pocket. In other words, if GPs did bulk bill these groups, their income would be lower than what they could have charged. So the bonus wouldn’t be enough incentive for them to bulk bill.</p> <p>For example, we found in greater Melbourne, the average out-of-pocket costs for a non-bulk billed GP visit <a href="https://melbourneinstitute.unimelb.edu.au/research/HALE-Hub/data">is about</a> $30-$56 depending on the suburb. This is much higher than the $20.65 triple bonus amount in metropolitan regions. We see similar patterns across all metropolitan areas.</p> <h2>But country GPs may be swayed</h2> <p>The picture is different in rural and remote areas. Here, the average out-of-pocket cost for a non-bulk billed GP visit <a href="https://melbourneinstitute.unimelb.edu.au/research/HALE-Hub/data">varies substantially</a> – around $28-52 in rural regions and $32-123 in remote areas. The highest cost on the mainland was $79 but GP visits on Lord Howe Island were the most expensive overall, at $123.</p> <p>For patients living in areas where their actual payment is less than the bonus amount, the incentive does help. In other words, it would be financially advantageous for GPs to bulk bill these patients, but not where the out-of-pocket costs are higher than the bonus.</p> <p>Our <a href="https://melbourneinstitute.unimelb.edu.au/research/HALE-Hub/data">online map</a> shows where GPs are most likely to bulk bill. The map below shows how out-of-pocket costs vary around Australia.</p> <p><iframe id="SPzgj" class="tc-infographic-datawrapper" style="border: none;" src="https://datawrapper.dwcdn.net/SPzgj/" width="100%" height="400px" frameborder="0"></iframe></p> <h2>How about bulk billing for all?</h2> <p>The picture is a little more complex when we start talking about bulk billing all GP visits – regardless of location or patients’ concession card status.</p> <p>We worked out this would cost about $950 million a year for all GP services, or $700 million a year for face-to-face GP consultations.</p> <p>This is within reach under the current budget, especially for face-to-face GP consultations.</p> <p>The government has earmarked <a href="https://www.health.gov.au/ministers/the-hon-mark-butler-mp/media/budget-2023-24-building-a-stronger-medicare#:%7E:text=%243.5%20billion%20in%20bulk%20billing,40%2Dyear%20history%20of%20Medicare">$3.5 billion</a> over <a href="https://archive.budget.gov.au/2023-24/bp2/download/bp2_2023-24.pdf">five years</a> for the “triple bonus” incentives. That’s $700 million a year.</p> <h2>We can afford to, but should we?</h2> <p>Introducing free GP visits for all would require careful consideration, as it would encourage more GP visits.</p> <p>This might be a good thing, particularly if people had previously skipped beneficial care <a href="https://www.abs.gov.au/media-centre/media-releases/more-people-putting-seeing-health-professionals-due-cost">due to high costs</a>. However, it may encourage more people to see their <a href="https://www.sciencedirect.com/science/article/abs/pii/S1574006400801675">GP unnecessarily</a>, taking away limited resources from those who really need them. This could ultimately increase wait times for everyone.</p> <p>So providing free GP visits for all may not be efficient or sustainable, even if it’s within the budget.</p> <p>But paying more than $50 for a GP visit, as many do, seems too expensive and also makes the health-care system less efficient.</p> <p>That’s because primary care is <a href="https://www.sciencedirect.com/topics/medicine-and-dentistry/primary-health-care">often considered</a> high-value and preventive care. So if people can’t afford to go to the GP, it can lead to more expensive hospital and emergency room costs down the track.</p> <p>So we need to strike a balance to make primary care more affordable <em>and</em> sustainable.</p> <h2>How do we strike a balance?</h2> <p>One, concession card holders and children should get free primary care regardless of where they live. This would allow more equitable care to populations who need health care the most. Bulk bulling children is a <a href="https://www.sciencedirect.com/science/article/abs/pii/S016726812200292X#:%7E:text=Beside%20the%20benefits%20for%20the,and%20Kuh%2C%202002%3B%20Centers%20for">long-term investment</a>, which may delay onset of diseases, and prevent intergenerational poverty and poor health.</p> <p>Two, the government could also provide free primary care to all people in rural and remote areas. It can do this by lowering the triple bonus to match what GPs currently charge. Over time, GPs and the government can evaluate and <a href="https://www.auspublaw.org/blog/2023/4/the-civil-conscription-sub-clause-in-section-51xxiiia-of-the-australian-constitution-no-impediment-to-reform-of-medicare">negotiate</a> fair prices for GPs to charge. This can be adjusted in line with inflation and other measures.</p> <p>Three, the government can increase Medicare rebates (the amount Medicare pays a doctor for a GP visit) so patients not covered above only pay about $20-30 a visit. We consider this an affordable amount that will not result in more use of primary care than necessary.</p> <p>Four, the government can design a policy to reduce unnecessary GP visits that take away limited GP time from high-need patients. For example, patients currently need to see GPs to get <a href="https://theconversation.com/specialist-referral-rules-havent-changed-much-since-the-70s-but-australias-health-needs-sure-have-144506">referral letters</a> although they already have an established specialist for their ongoing chronic conditions.</p> <p>Five, the government can provide GPs funding needed to improve patient outcomes and reward GPs who provide <a href="https://bmjopenquality.bmj.com/content/10/1/e001127.abstract">high-quality preventive care</a>. The current fee-for-service funding model hurts good doctors who keep their patients healthy because doctors are not paid if their patients do not come back.<!-- Below is The Conversation's page counter tag. "A bit weird": David Koch's new career move

<p>Former Sunrise co-host David Koch has revealed a new career move a year after resigning from the breakfast TV show. </p> <p>On Thursday, Koch was announced as the new chair of the South Australian Tourism Commission, the peak body promoting tourism to SA. </p> <p>Koch is replacing Andrew Bullock, who has been the chair of the commission since 2019. </p> <p>“A passionate South Australian and media professional, Kochie is a leading advocate for small business and a high-profile finance commentator,” the SATC said in a statement. </p> <p>Koch, who was born in Adelaide but has been living in Sydney, said he won't be moving back to SA for the role. </p> <p>Some South Australians questioned his high-profile appointment, as they believe that a local should've been chosen for the job. </p> <p>"It's a little bit weird that he doesn't live in SA - that he's not living here but being the head of it," one said.</p> <p>"It would be nice to have someone embedded in SA, living in SA, part of the community in SA as well," another added. </p> <p>However, Premier Peter Malinauskas has defended the decision,  citing Koch's national profile and financial expertise as a valuable aspect in advertising  smaller businesses in the tourism sector.</p> <p>"We as a state have punched above our weight in regards to tourism and hospitality but there is a lot more growth to be had," Malinauskas said.</p> <p>As the chair, Koch will work alongside the SATC board to  “set the strategic agenda for the commission”.</p> <p>He will hold the role for three years from July 2. </p> <p>“We do the best food and wine in the nation, and we have some of the nation’s most spectacular regions,”  he said after his new role was announced. </p> <p>“We also retain a reputation for delivering first class major events and festivals.</p> <p>“More recently, the perceptions of Adelaide and South Australia have shifted significantly on the east coast – and we have an opportunity to capitalise on this momentum to grow our tourism sector even further.”</p> <p><em style="box-sizing: inherit; margin: 0px; padding: 0px; border: 0px; font-size: 16px; vertical-align: baseline; color: #323338; font-family: Figtree, Roboto, 'Noto Sans Hebrew', 'Noto Kufi Arabic', 'Noto Sans JP', sans-serif; background-color: #ffffff; outline: none !important;">Image: Nine</em></p>

Dad forced to live in tent amid housing crisis

<p>An Aussie dad is the latest to fall victim to the housing crisis, with soaring rent and low vacancy rates forcing him to live in a tent. </p> <p>Peter Woodforde, 58, has been forced to live makeshift gazebo wrapped in tarps that's set up in an Adelaide park, and while his children know that he is doing it tough, they don't know that he is homeless and living in a tent. </p> <p>The father has yet to tell his kids, who live with their mother, that he's unable to find a suitable place to live as he said that they would be distraught if they found out. </p> <p>He admitted his 15-year-old daughter once told him that it "hurt her" to know her dad was struggling to find a comfortable place to live - but she doesn't know the extent of it. </p> <p>Speaking to <em>7News</em>, Woodforde said it's been difficult not being able to offer his kids a place to sleep. </p> <p>“Every parent wants to give their kids everything they possibly can and wants to give them the best chance of having a good life,” he told the publication. </p> <p>“What I say to them is that this is only temporary, Dad will get back on his feet.</p> <p>“(But) you’re missing out on some golden years ... I help where I can, I might pick them up and drop them off from school, but now they’re too far for me to do that,” he added. </p> <p>"I have to get myself off the street. I have to get my family into a house." </p> <p>Woodforde is sharing his story because he believes that homelessness is in a “state of emergency”,  especially with winter approaching. </p> <p>He is also unsure about whether his makeshift tent will collapse when heavier rain hits, and hopes that more could be done to help these people facing desperate circumstances. </p> <p>“We’re coming into the colder months - what’s the bill going to be for all the health problems that are going to arise out of this?" he said. </p> <p><em>Images: 7News</em></p> <p> </p>

<p>One of the ABC's most senior journalists Laura Tingle has caused outrage after declaring Australia is "a racist country". </p> <p>The political reporter made the claims while speaking on a panel at the Sydney Writer's Festival on Sunday at an event hosted by former ABC TV <em>Insiders</em> host and Labor staffer Barrie Cassidy. </p> <p>Her comments were in response to the Opposition Leader Peter Dutton's pledge to slash permanent migration to just 140,000 a year, as well as the ABC's coverage of the war in Gaza. </p> <div> <div>“We are a racist country, let’s face it," she said. We always have been, and it’s very depressing.”</div> </div> <p>“The Opposition Leader has opened the doors to migrants being blamed not just for housing shortages but for all these other problems, too,” she added.</p> <p>On Sunday, Tingle said that after listening to Dutton's pledge, she “had this sudden flash of people turning up to try and rent a property or at an auction and they look a bit different – whatever you define different as – [and] that basically (Dutton) has given them licence to be abused, and in any circumstance where people feel like they’re missing out”.</p> <p>Her comments have prompted outrage among senators, with Indigenous Senator Jacinta Nampijinpa Price saying she is "really disappointed" by Tingle's comments.</p> <p>“This continued narrative … is being pushed within our country that does not provide any sense of pride for our children,” she said.</p> <p>“It absolutely creates division. We had enough of it during the [Indigenous Voice] referendum and leading journalists, well, supposedly leading journalists, like Laura Tingle should know better than to use that sort of rhetoric.”</p> <p>Price said the comments reflected Tingle’s opinion, rather than being a reflection of the whole country, as she also accused Tingle of political bias against Dutton, saying it reflected poorly on the ABC.</p> <p>“Laura has demonstrated her bias and I think [ABC chair] Kim Williams needs to explain why having someone so blatantly partisan sitting in the top political commentator position is acceptable.”</p> <p>Elsewhere, Albanese government minister Tanya Plibersek also took issue with Tingle’s comments.</p> <p>“I think it’s a fantastic multicultural country but we have to protect against incidents of racism which occur in our community as they do in every community,” Plibersek told Seven’s <em>Sunrise</em> on Monday.</p> <p>Following Tingle's comments, ABC board members have had emergency discussions over their colleague, after the Coalition on Monday demanded the public broadcaster explain Tingle’s weekend claims.</p> <p><em>Image credits: LUKAS COCH/EPA-EFE/Shutterstock Editorial </em></p>

Worried your address, birth date or health data is being sold? You should be – and the law isn’t protecting you

<div class="theconversation-article-body"><em><a href="https://theconversation.com/profiles/katharine-kemp-402096">Katharine Kemp</a>, <a href="https://theconversation.com/institutions/unsw-sydney-1414">UNSW Sydney</a></em></p> <p>Australians don’t know and can’t control how data brokers are spreading their personal information. This is the core finding of a newly <a href="https://www.accc.gov.au/system/files/Digital-platform-services-inquiry-March-2024-interim-report.pdf">released report</a> from the Australian Competition and Consumer Commission (ACCC).</p> <p>Consumers wanting to rent a property, get an insurance quote or shop online are not given real choices about whether their personal data is shared for other purposes. This exposes Australians to scams, fraud, manipulation and discrimination.</p> <p>In fact, <a href="https://www.accc.gov.au/media-release/consumers-lack-visibility-and-choice-over-data-collection-practices">many don’t even know</a> what kind of data has been collected about them and shared or sold by data firms and other third parties.</p> <p>Our privacy laws are due for reform. But Australia’s privacy commissioner <a href="https://papers.ssrn.com/sol3/papers.cfm?abstract_id=4224653">should also enforce</a> an existing rule: with very limited exceptions, businesses must not collect information about you from third parties.</p> <h2>What are data brokers?</h2> <p><a href="https://cprc.org.au/wp-content/uploads/2024/02/CPRC-Singled-Out-Final-Feb-2024.pdf">Data brokers</a> generally make their profits by collecting information about individuals from various sources and sharing this personal data with their many business clients. This can include detailed profiles of a person’s family, health, finances and movements.</p> <p>Data brokers often have no connection with the individual – you may not even recognise the name of a firm that holds vast amounts of information on you. Some of these data brokers are large multinational companies with billions of dollars in revenue.</p> <p>Consumer and privacy advocates provided the ACCC with evidence of highly concerning data broker practices. <a href="https://www.accc.gov.au/system/files/Salinger%20Privacy.pdf">One woman</a> tried to find out how data brokers had got hold of her information after receiving targeted medical advertising.</p> <p>Although she never discovered how they obtained her data, she found out it included her name, date of birth and contact details. It also included inferences about her, such as her retiree status, having no children, not having “high affluence” and being likely to donate to a charity.</p> <p>ACCC found another data broker was reportedly creating lists of individuals who may be experiencing vulnerability. The categories included:</p> <ul> <li>children, teenage girls and teenage boys</li> <li>“financially unsavvy” people</li> <li>elderly people living alone</li> <li>new migrants</li> <li>religious minorities</li> <li>unemployed people</li> <li>people in financial distress</li> <li>new migrants</li> <li>people experiencing pain or who have visited certain medical facilities.</li> </ul> <p>These are all potential vulnerabilities that could be exploited, for example, by scammers or unscrupulous advertisers.</p> <h2>How do they get this information?</h2> <p>The ACCC notes <a href="https://cprc.org.au/wp-content/uploads/2023/03/CPRC-working-paper-Not-a-fair-trade-March-2025.pdf">74% of Australians are uncomfortable</a> with their personal information being shared or sold.</p> <p>Nonetheless, data brokers sell and share Australian consumers’ personal information every day. Businesses we deal with – for example, when we buy a car or search for natural remedies on an online marketplace – both buy data about us from data brokers and provide them with more.</p> <p>The ACCC acknowledges consumers haven’t been given a choice about this.</p> <p>Attempting to read every privacy term is near impossible. Businesses use <a href="https://cprc.org.au/wp-content/uploads/2024/02/CPRC-Singled-Out-Final-Feb-2024.pdf">vague wording</a> and data descriptions which <a href="https://theconversation.com/70-of-australians-dont-feel-in-control-of-their-data-as-companies-hide-behind-meaningless-privacy-terms-224072">confuse consumers</a> and have no fixed meaning. These include “pseudonymised information”, “hashed email addresses”, “aggregated information” and “advertising ID”.</p> <p>Privacy terms are also presented on a “take it or leave it” basis, even for transactions like applying for a rental property or buying insurance.</p> <p>The ACCC pointed out 41% of Australians feel they have been <a href="https://www.choice.com.au/consumers-and-data/data-collection-and-use/how-your-data-is-used/articles/choice-renttech-report-release">pressured to use “rent tech” platforms</a>. These platforms collect an increasing range of information with questionable connection to renting.</p> <h2>A first for Australian consumers</h2> <p>This is the first time an Australian regulator has made an in-depth report on the consumer data practices of data brokers, which are generally hidden from consumers. It comes <a href="https://www.ftc.gov/system/files/documents/reports/data-brokers-call-transparency-accountability-report-federal-trade-commission-may-2014/140527databrokerreport.pdf">ten years after</a> the United States Federal Trade Commission (FTC) conducted a similar inquiry into data brokers in the US.</p> <p>The ACCC report examined the data practices of nine data brokers and other “data firms” operating in Australia. (It added the term “data firms” because some companies sharing data about people argue that they are not data brokers.)</p> <p>A big difference between the Australian and the US reports is that the FTC is both the consumer watchdog and the <a href="https://papers.ssrn.com/sol3/papers.cfm?abstract_id=2312913">privacy regulator</a>. As our competition and consumer watchdog, the ACCC is meant to focus on competition and consumer issues.</p> <p>We also need our privacy regulator, the Office of the Australian Information Commissioner (OAIC), to pay attention to these findings.</p> <h2>There’s a law against that</h2> <p>The ACCC report shows many examples of businesses collecting personal information about us from third parties. For example, you may be a customer of a business that only has your name and email address. But that business can purchase “<a href="https://papers.ssrn.com/sol3/papers.cfm?abstract_id=4224653">data enrichment</a>” services from a data broker to find out your age range, income range and family situation.</p> <p>The <a href="https://www.legislation.gov.au/C2004A03712/latest/text">current Privacy Act</a> includes <a href="https://www.oaic.gov.au/privacy/australian-privacy-principles/read-the-australian-privacy-principles">a principle</a> that organisations must collect personal information only from the individual (you) unless it is unreasonable or impracticable to do so. “Impracticable” means practically impossible. This is the direct collection rule.</p> <p>Yet there is no reported case of the privacy commissioner enforcing the direct collection rule against a data broker or its business customers. Nor has the OAIC issued any specific guidance in this respect. It should do both.</p> <h2>Time to update our privacy laws</h2> <p>Our privacy law was drafted in 1988, long before this complex web of digital data practices emerged. Privacy laws in places such as California and the European Union provide much stronger protections.</p> <p>The government has <a href="https://ministers.ag.gov.au/media-centre/speeches/privacy-design-awards-2024-02-05-2024">announced</a> it plans to introduce a privacy law reform bill this August.</p> <p>The ACCC report reinforces the need for vital amendments, including a direct right of action for individuals and a rule requiring dealings in personal information to be “fair and reasonable”.<!-- Below is The Conversation's page counter tag. Grieving dad fights for "ZaZa's Law" after toddler dies in his arms

<p>A grieving father has called for change after his toddler tragically died from choking on a grape. </p> <p>Brian Bwoga, a 44-year-old dad from Perth was at the beach with his two sons, Alessandro, four, and Zaire (ZaZa) 22 months, at the beginning of the year on what seemed like a normal family day out. </p> <p>But what was meant to be an idyllic summer’s day soon turned into any parent’s worst nightmare.</p> <p>“The weather was amazing, the boys were playing and it was just the perfect summer’s day,” Brian, who parents his boys with their mother Claudia, 39, told <a href="https://www.news.com.au/lifestyle/real-life/news-life/perth-toddler-dies-five-minutes-after-being-eating-popular-snack/news-story/0bfb598fe70bb5b47259cdc3b80c60cd" target="_blank" rel="noopener"><em>news.com.au</em></a>.</p> <p>“I was gathering up our things ready to go home. My older son Alex came up to me and asked if he could play for just five more minutes. I was carrying ZaZa, and I told them both to go and play together with their friends while I finish packing the car."</p> <p>“The next minute ZaZa is just running to me, holding his neck and gasping for air."</p> <p>“I jumped into action and did CPR, I put my fingers inside his throat and got one grape out. I was so relieved, I thought thank god I got it out. But I didn’t know there were four more grapes inside his throat.”</p> <p>The toddler continued to choke on the grapes, and Brian says his eyes started “popping out”.</p> <p>The terrified dad began performing abdominal thrusts to try and dislodge the grapes but to no avail.</p> <p>“I told one of the mothers to call the ambulance. I was terrified,” he recalled.</p> <p>“My older son was scared and asked me why there was blood coming from ZaZa’s mouth. I told him to go with another parent because I didn’t want him to see this. I was holding ZaZa and he was looking at me. I gave him CPR again and I tried so hard to save him."</p> <p>“He gave me this look and died in my arms.”</p> <p>“I left home with a beach bag and left with a body bag. It happened so quick. Within a few minutes he was gone. My son Alex is traumatised. He misses his brother so much and I don’t know how to fix it.”</p> <p>Grapes are a notorious choking hazard for children under the age of 5, as it is often recommended to always cut up grapes when feeding them to young kids.</p> <p>Sadly, Zaza consumed the grapes whole, and although the mistake cost his son his life, he doesn't place the blame on anyone.</p> <p>Instead, he wants to educate the public about the importance of cutting up grapes and is now fighting for <a href="https://www.change.org/p/zaza-s-law?source_location=petitions_browse" target="_blank" rel="noopener">change</a> as he hopes to introduce ‘ZaZa’s Law’ to parliament. </p> <p>This new law would ensure there are choking hazard labels on all grape packets and other food items that could be dangerous for small children.</p> <p>“I would hate for this to happen to anyone else. But I hear so many stories about kids dying from choking,” he said.</p> <p>“Ideally, I would like a warning label on all grapes and small foods to warn people to cut them up. Even a big sign at the supermarket for parents."</p> <p>“Not everyone knows this, but every parent needs to be aware of the dangers of food. I want ZaZa’s Law to come into parliament to get labels on everything."</p> <p>“We buy toys and they come with warning labels for things like batteries or other choking hazards. Why can’t we do the same for food?”</p> <p>The dad also hopes that a new anti-choking device, called LifeVac, might be more widely introduced in Australia and placed in public spaces.</p> <p>“Everywhere you go, shopping centres or beaches, there is a defibrillator on the wall,” he explained.</p> <p>“That is great, but we also need those anti-choking devices. Miss World Australia attacked outside shopping centre

<p>Miss World Australia has taken aim at the lack of police response after she called Triple Zero for urgent assistance when she was attacked. </p> <p>Jasmine Stringer was running a workshop with a group of aspiring young pageant contestants at a Gold Coast shopping centre on Friday night, when a woman lunged towards the group in a random attack.</p> <p>"This person was hurling abuse at the young girls and then charged at me from across the road and punched me straight in the face," Jasmine told <a href="https://9now.nine.com.au/today/miss-world-australia-and-children-attacked-during-gold-coast-shopping-centre-event/cf15799c-99e7-45ee-b143-519bcff1114f" target="_blank" rel="noopener"><em>Today</em></a>.</p> <p>"I fended her off and then she turned her sights to a 14-year-old girl."</p> <p>While doing her best to protect herself and the young girls, Jasmine called Triple Zero for assistance.</p> <p>As the young girls fled from the scene, Jasmine waited for police - or members of the public - to help, and was met with no response.</p> <p>"I guess the most concerning part of this whole story for me is that I called Triple Zero, we are in the Southport CBD of the Gold Coast, less than three kilometres from the police station and in a 15-minute time frame when women and children are being assaulted, there was no one turning up to help," the 27-year-old said.</p> <p>"I stayed there for 20 minutes on the call with the dispatcher and I was starting to get stressed, this woman was still physically attacking these children as they're trying to get into cars and taxis and it was escalating and I asked 'is someone coming?' and they were quite dismissive to me."</p> <p>As part of her Miss World Australia advocacy work, Jasmine has devoted a lot of time and effort into preventing violence against women, and says this attack is the second time within a month that she's called for help from police after witnessing a violent incident and there's been nobody there to help.</p> <p>'I'm going to go to the police station today just make sure that the report is made and hopefully have the person who attacked us charged," she said.</p> <p>"But at this point in time, I've received no follow up from the police and it's been a really distressing situation."</p> <p><em>Image credits: Today </em></p>

15,000 squares, 500 hours, 19 months: how I used embroidery to make sense of Australia’s catastrophic fires

<div class="theconversation-article-body"><em><a href="https://theconversation.com/profiles/tracey-clement-1518268">Tracey Clement</a>, <a href="https://theconversation.com/institutions/australian-catholic-university-747">Australian Catholic University</a></em></p> <p>I slip the needle through a small loop of black thread, pull it tight and snip. Done. I have just tied off the very last stitch on an embroidered scroll that has taken me more than 500 hours across 19 months to complete.</p> <p>All of my artwork is extremely labour-intensive. But I have to admit, this is a bit excessive, even for me. It’s not surprising that I have been asked more than once “why not just outsource the labour?” and even “what is the point?”</p> <p>I always sigh and think enviously of plumbers. I am 100% sure hardworking tradies are never asked to justify the point of <em>their</em> work.</p> <p>Why do I work so hard? There is no one easy answer, it’s different every time. The labour intensity of my processes adds time into the equation and this both carries meaning and can change the meaning of the work as it goes on (and on and on). This is what I’ve learned after stitching for seemingly endless hours: while no news may be good news, “slow news” is even better.</p> <p>My embroidered scroll is titled Impossible Numbers. It started as my attempt to memorialise <a href="https://wwf.org.au/what-we-do/australian-bushfires/in-depth-australian-bushfires">the estimated 3,000,000,000 non-human lives lost</a> in the devastating bushfires of 2019–20, a number impossible to actually comprehend.</p> <h2>Doomscrolling an emergency</h2> <p>During that long and awful summer Sydney was often shrouded in an eerie orange haze. You could smell smoke. Ash fell. But, like many Australians, I experienced the worst of it by <a href="https://dictionary.cambridge.org/dictionary/english/doomscrolling">doomscrolling</a> fast news.</p> <p>I was both horrified and fascinated by images of fires so huge and hot they generated their own weather, by pictures of houses reduced to smoking skeletal outlines that somehow remained standing, by headlines comparing the fires to <a href="https://www.theguardian.com/australia-news/2019/dec/31/mallacoota-fire-mayhem-armageddon-bushfires-rage-victoria-east-gippsland">armageddon</a> and <a href="https://www.theguardian.com/australia-news/2020/oct/30/australia-must-prepare-for-future-shaped-by-extreme-climate-bushfire-royal-commission-report-warns">the apocalypse</a>.</p> <p>This hyperbolic language implies we are locked in a war of good versus evil. Even headlines in the vein of “Firefighters battle blazes” pit us (people) against them (the forces of nature). And in the heat of the moment the language of war feels right. <a href="https://traceyclement.com/2020/04/21/apocalypse-now">I’ve succumbed to it myself</a>. But it is dangerous. But mostly doomscrolling just fuelled my sorrow and left me feeling impotent as, inevitably, the fast news cycled on to the next crisis (and the next, and the next).</p> <h2>Slowing it down</h2> <p>In October 2022, I finally stopped trying to process the bushfires, and all their terrifying implications, through the fast-news language of war. I picked up a needle instead.</p> <p>Of course 3,000,000,000 stitches would be too many, even for me, so I decided to stitch a grid of some 15,000 squares, which I filled with innumerable stitches – a nod to the endless stream of pixels that usually deliver our news.</p> <p>I started wanting to honour the 3 billion dead, that impossible number, but after months of stitching I realised I was “writing” a kind of slow-news story. It may sound ridiculous, but this tactic has been used before. The <a href="https://www.bayeuxmuseum.com/en/the-bayeux-tapestry">Bayeux Tapestry</a> is a slow-news story that documents the Norman conquest of England through embroidery. It is too messy, too crude, to be anything else. It is bleedingly obvious (and there was blood) the will of a person is inextricably stitched into this image of devastating fire. Human labour is literally entangled in this artwork; it shows us as part of the picture, part of nature. And this is good news</p> <p>Impossible Numbers doesn’t have a victorious ending, or any ending at all. The scroll is not fully unrolled. There is no end in sight: the story isn’t over, it’s ongoing.</p> <p>In this way it points to the future; a future in which we are not fighting nature. And this is good news too.</p> <p>If you don’t have a spare 500 hours to process the news into slow news, don’t worry. By the time I finally tied my last knot, I found I had transformed my fear and rage into something tangible, something both magnificent and beautiful (if I do say so myself), no longer about me.</p> <p>It is now a slow-news story that is no longer about a particular event; something everyone can share. Yes, Australia’s big supermarkets have been price gouging. But fixing the problem won’t be easy

<div class="theconversation-article-body"><em><a href="https://theconversation.com/profiles/bree-hurst-174985">Bree Hurst</a>, <a href="https://theconversation.com/institutions/queensland-university-of-technology-847">Queensland University of Technology</a>; <a href="https://theconversation.com/profiles/carol-richards-153226">Carol Richards</a>, <a href="https://theconversation.com/institutions/queensland-university-of-technology-847">Queensland University of Technology</a>; <a href="https://theconversation.com/profiles/hope-johnson-125018">Hope Johnson</a>, <a href="https://theconversation.com/institutions/queensland-university-of-technology-847">Queensland University of Technology</a>, and <a href="https://theconversation.com/profiles/rudolf-messner-1373038">Rudolf Messner</a>, <a href="https://theconversation.com/institutions/queensland-university-of-technology-847">Queensland University of Technology</a></em></p> <p>A much-awaited report into Coles and Woolworths has found what many customers have long believed – Australia’s big supermarkets engage in price gouging.</p> <p>What <a href="https://www.aph.gov.au/Parliamentary_Business/Committees/Senate/Supermarket_Prices/SupermarketPrices/Terms_of_Reference">started</a> as a simple Senate inquiry into grocery prices and supermarket power has delivered a lengthy 195-page-long <a href="https://www.aph.gov.au/Parliamentary_Business/Committees/Senate/Supermarket_Prices/SupermarketPrices/Supermarket_Prices">report</a> spanning supermarket pricing’s impact on customers, food waste, relationships with suppliers, employee wages and conditions, excessive profitability, company mergers and land banking.</p> <p>The report makes some major recommendations, including giving courts the power to break up anti-competitive businesses, and strengthening the Australian Competition and Consumer Commission (ACCC).</p> <p>It also recommends making the Food and Grocery Code of Conduct mandatory for supermarket chains. This code governs how they should deal with suppliers. The government’s recent <a href="https://treasury.gov.au/consultation/c2024-510813">Independent Review of the Food and Grocery Code</a> also recommended making it mandatory for the supermarket giants.</p> <p>But at this point it’s hard to say what, if anything, the recommendations will mean for everyday Australians and the prices they actually pay.</p> <h2>Price gouging isn’t illegal</h2> <p>At the heart of the Senate inquiry was the question of whether Australian supermarkets were price gouging. According to the committee, the answer is a “resounding yes”, despite the evidence presented by supermarkets to the contrary.</p> <p>Price gouging is when businesses exploit a lack of competition by setting prices well above cost price. But the practice is <a href="https://www.accc.gov.au/consumers/pricing/setting-prices-whats-allowed">not explicitly illegal</a>.</p> <p>The committee put forward a number of recommendations that could help reduce price gouging. These include making it an offence to charge excess prices and establishing a new “Commission on Prices and Competition” to examine price setting practices in different sectors.</p> <p>The committee also wants the ACCC to be given enhanced powers to investigate and prosecute unfair trading practices, and to be better funded and resourced.</p> <p>The committee says supermarket claims that price gouging does not exist should mean the giants have nothing to fear under tougher legislation. However, it says:</p> <blockquote> <p>the evidence brought forward by people willing to speak out about the business practices of Coles and Woolworths suggests that maintaining margins and increasing margin growth is occurring at the expense of suppliers, consumers, and best business practices, and without proper justification.</p> </blockquote> <h2>It’s unlikely we’ll see relief anytime soon</h2> <p>Will these recommendations actually deliver any relief on prices? It’s hard to say at this point. The recommendations put forward are comprehensive, but they’re unlikely to result in any short-term change for consumers.</p> <p>At any rate, the Albanese government does not support many of them. In the report’s additional commentary, Labor senators argue that Australian competition law already addresses excessive pricing by prohibiting misleading and deceptive conduct. They also don’t support establishing a new commission to examine prices.</p> <p>Rather, the report calls for a dramatic overhaul of current regulatory settings, which it says are “not appropriate or fit for purpose”. This is not going to be an easy or fast process.</p> <h2>What does the report mean for the Greens’ divestiture bill?</h2> <p>While the inquiry was underway, the Greens <a href="https://parlinfo.aph.gov.au/parlInfo/search/display/display.w3p;page=0;query=BillId%3As1413%20Recstruct%3Abillhome">introduced a bill</a> which would give courts “divestiture powers”. This means a corporation could be ordered to sell some of its assets to reduce its market power.</p> <p>While the bill lacks support from the major parties, the committee suggested that such divestiture powers should be introduced specifically for the supermarket sector. Where abuse of market power was able to be proven, supermarkets could be forced to sell certain stores.</p> <p>While Australia does not have divestiture powers in this context, some other countries do. In New Zealand, the UK and the US, courts can force corporations that are abusing their market power to sell components of their business. Such powers are very rarely used, but the deterrent they impose can be <a href="https://theconversation.com/its-time-to-give-australian-courts-the-power-to-break-up-big-firms-that-behave-badly-226726">highly influential</a> on corporate behaviour.</p> <p>Labor rejects creating any forms of divestiture power in the report’s additional commentary. But the Coalition isn’t entirely against the idea, noting that it “does not believe the committee has persuasively found that divestiture powers should not be pursued at all” and that “divestiture powers should be targeted to sectors of concern”.</p> <h2>What’s next?</h2> <p>At this stage, the report suggests there’s only one action all political parties agree on at this stage: making the Food and Grocery Code of Conduct mandatory and ensuring its full enforcement. We’re unlikely to see much unity on the other recommendations.</p> <p>In a scathing commentary, the Coalition argues the report represents “a missed opportunity to address some of the structural imbalances in our supermarket sector that are impacting Australia’s growers, farmers, small businesses, and ultimately consumers”.</p> <p>While this is a harsh assessment, the reality is that unless these structural imbalances in our food system are addressed, we’re unlikely to see meaningful change.</p> <p>The report draws on substantial evidence to paint a troubling picture of the food system in Australia – in particular, how growers and consumers are struggling. The task for regulators is working out what mechanisms can be used to address the imbalance of power in the market, in a way that doesn’t force growers or Australian consumers to bear the cost.<!-- Below is The Conversation's page counter tag. A tax on sugary drinks can make us healthier. It’s time for Australia to introduce one

<div class="theconversation-article-body"><em><a href="https://theconversation.com/profiles/peter-breadon-1348098">Peter Breadon</a>, <a href="https://theconversation.com/institutions/grattan-institute-1168">Grattan Institute</a> and <a href="https://theconversation.com/profiles/jessica-geraghty-1530733">Jessica Geraghty</a>, <a href="https://theconversation.com/institutions/grattan-institute-1168"><em>Grattan Institute</em></a></em></p> <p>Sugary drinks cause weight gain and <a href="https://www.nature.com/articles/s41574-021-00627-6">increase the risk</a> of a range of diseases, including diabetes.</p> <p>The <a href="https://jamanetwork.com/journals/jamanetworkopen/fullarticle/2792842">evidence shows</a> that well-designed taxes can reduce sugary drink sales, cause people to choose healthier options and get manufacturers to reduce the sugar in their drinks. And although these taxes haven’t been around long, there are already signs that they are making people healthier.</p> <p>It’s time for Australia to catch up to the rest of the world and introduce a tax on sugary drinks. As our new Grattan Institute <a href="https://grattan.edu.au/report/sickly-sweet/">report</a> shows, doing so could mean the average Australian drinks almost 700 grams less sugar each year.</p> <h2>Sugary drinks are making us sick</h2> <p>The share of adults in Australia who are obese has tripled since 1980, from <a href="https://theconversation.com/mapping-australias-collective-weight-gain-7816">10%</a> to more than <a href="https://www.abs.gov.au/statistics/health/health-conditions-and-risks/waist-circumference-and-bmi/latest-release">30%</a>, and diabetes is our <a href="https://www.diabetesaustralia.com.au/about-diabetes/diabetes-in-australia/">fastest-growing</a> chronic condition. The costs for the health system and economy are measured in the billions of dollars each year. But the biggest costs are borne by individuals and their families in the form of illness, suffering and early death.</p> <p>Sugary drinks are a big part of the problem. The more of them we drink, the greater our risk of <a href="https://www.nature.com/articles/s41574-021-00627-6">gaining weight</a>, <a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC2963518/">developing type 2 diabetes</a>, and suffering <a href="https://academic.oup.com/eurpub/article/31/1/122/5896049?login=false">poor oral health</a>.</p> <p>These drinks have no real nutrients, but they do have a lot of sugar. The average Australian consumes <a href="https://www.abs.gov.au/statistics/health/health-conditions-and-risks/apparent-consumption-selected-foodstuffs-australia/latest-release">1.3</a> times the maximum recommended amount of sugar each day. Sugary drinks are responsible for more than one-quarter of our daily sugar intake, more than any other major type of food.</p> <p>You might be shocked by how much sugar you’re drinking. Many 375ml cans of soft drink contain eight to 12 teaspoons of sugar, nearly the entire daily recommended limit for an adult. Many 600ml bottles blow our entire daily sugar budget, and then some.</p> <p>The picture is even worse for disadvantaged Australians, who are more likely to have <a href="https://www.abs.gov.au/statistics/health/health-conditions-and-risks/diabetes/latest-release">diabetes</a> and <a href="https://www.abs.gov.au/statistics/health/health-conditions-and-risks/waist-circumference-and-bmi/latest-release">obesity</a>, and who also consume the most sugary drinks.</p> <h2>Sugary drink taxes work</h2> <p>Fortunately, there’s a proven way to reduce the damage sugary drinks cause.</p> <p>More than <a href="https://ssbtax.worldbank.org/">100 countries</a> have a sugary drinks tax, covering most of the world’s population. <a href="https://jamanetwork.com/journals/jamanetworkopen/fullarticle/2792842">Research</a> shows these taxes lead to higher prices and fewer purchases.</p> <p>Some taxes are specifically designed to encourage manufacturers to change their recipes and cut the sugar in their drinks. Under these “tiered taxes”, there is no tax on drinks with a small amount of sugar, but the tax steps up two or three times as the amount of sugar rises. That gives manufacturers a strong incentive to add less sugar, so they reduce their exposure to the tax or avoid paying it altogether.</p> <p>This is the best result from a sugary drinks tax. It means drinks get healthier, while the tax is kept to a minimum.</p> <p>In countries with tiered taxes, manufacturers have slashed the sugar in their drinks. In the United Kingdom, the share of products above the tax threshold <a href="https://journals.plos.org/plosmedicine/article?id=10.1371/journal.pmed.1003025">decreased dramatically</a>. In 2015, more than half (52%) of products in the UK were above the tax threshold of 5 grams of sugar per 100ml. Four years later, when the tax was in place, that share had plunged to 15%. The number of products with the most sugar – more than 8 grams per 100ml – declined the most, falling from 38% to just 7%.</p> <p>The Australian drinks market today looks similar to the UK’s before the tax was introduced.</p> <p>Health benefits take longer to appear, but there are already promising signs that the taxes are working. Obesity among primary school-age girls has fallen in <a href="https://journals.plos.org/plosmedicine/article?id=10.1371/journal.pmed.1004160">the UK</a> and <a href="https://jamanetwork.com/journals/jamapediatrics/fullarticle/2786784">Mexico</a>.</p> <p>Oral health has also improved, with studies reporting fewer children going to hospital to get their teeth removed in <a href="https://nutrition.bmj.com/content/6/2/243">the UK</a>, and reduced dental decay <a href="https://pubmed.ncbi.nlm.nih.gov/33853058/">in Mexico</a> and <a href="https://www.ajpmonline.org/article/S0749-3797(23)00069-7/abstract">Philadelphia</a>.</p> <p>One <a href="https://www.ajpmonline.org/article/S0749-3797(23)00158-7/fulltext">study from the United States</a> found big reductions in gestational diabetes in cities with a sugary drinks tax.</p> <h2>The tax Australia should introduce</h2> <p>Like successful taxes overseas, Australia should introduce a sugary drink tax that targets drinks with the most sugar:</p> <ul> <li>drinks with 8 grams or more of sugar per 100ml should face a $0.60 per litre tax</li> <li>drinks with 5–8 grams should be taxed at $0.40 per litre</li> <li>drinks with less than 5 grams of sugar should be tax-free.</li> </ul> <p>This means a 250ml Coke, which has nearly 11 grams of sugar per 100ml, would cost $0.15 more. But of course consumers could avoid the tax by choosing a sugar-free soft drink, or a bottle of water.</p> <p>Grattan Institute <a href="https://grattan.edu.au/report/sickly-sweet/">modelling</a> shows that under this tiered tax, Australians would drink about 275 million litres fewer sugary drinks each year, or the volume of 110 Olympic swimming pools.</p> <p>The tax is about health, but government budgets also benefit. If it was introduced today, it would raise about half a billion dollars in the first year.</p> <p>Vested interests such as the beverages industry have fiercely resisted sugary drink taxes around the world, issuing disingenuous warnings about the risks to poor people, the sugar industry and drinks manufacturers.</p> <p>But our new report shows sugary drink taxes have been introduced smoothly overseas, and none of these concerns should hold Australia back.</p> <p>We certainly can’t rely on industry pledges to voluntarily reduce sugar. They have been <a href="https://www.cambridge.org/core/journals/public-health-nutrition/article/trends-in-sugar-content-of-nonalcoholic-beverages-in-australia-between-2015-and-2019-during-the-operation-of-a-voluntary-industry-pledge-to-reduce-sugar-content/EE662DE7552670ED532F6650C9D56939">weak</a> and misleading, and <a href="https://www.theguardian.com/australia-news/2024/apr/10/sugar-increase-in-fanta-and-sprite-prompts-calls-for-new-tax-on-australia-food-and-drinks-industry">failed to stick</a>.</p> <p>It will take many policies and interventions to turn back the tide of obesity and chronic disease in Australia, but a sugary drinks tax should be part of the solution. It’s a policy that works, it’s easy to implement, and most Australians <a href="https://bmjopen.bmj.com/content/9/6/e027962">support it</a>.</p> <p>The federal government should show it’s serious about tackling Australia’s biggest health problems and take this small step towards a healthier future.<!-- Below is The Conversation's page counter tag. Australians lose $5,200 a minute to scammers. There’s a simple thing the government could do to reduce this. Why won’t they?

<div class="theconversation-article-body"><em><a href="https://theconversation.com/profiles/peter-martin-682709">Peter Martin</a>, <a href="https://theconversation.com/institutions/crawford-school-of-public-policy-australian-national-university-3292">Crawford School of Public Policy, Australian National University</a></em></p> <p>What if the government was doing everything it could to stop thieves making off with our money, except the one thing that could really work?</p> <p>That’s how it looks when it comes to <a href="https://www.scamwatch.gov.au/types-of-scams">scams</a>, which are attempts to trick us out of our funds, usually by getting us to hand over our identities or bank details or transfer funds.</p> <p>Last year we lost an astonishing <a href="https://www.accc.gov.au/media-release/scam-losses-decline-but-more-work-to-do-as-australians-lose-27-billion">A$2.74 billion</a> to scammers. That’s more than $5,200 per minute – and that’s only the scams we know about from the 601,000 Australians who made reports. Many more would have kept quiet.</p> <p>If the theft of $5,200 per minute seems over the odds for a country Australia’s size, a comparison with the United Kingdom suggests you are right. In 2022, people in the UK lost <a href="https://www.ukfinance.org.uk/system/files/2023-05/Annual%20Fraud%20Report%202023_0.pdf">£2,300</a> per minute, which is about A$4,400. The UK has two and a half times Australia’s population.</p> <p>It’s as if international scammers, using SMS, phone calls, fake invoices and fake web addresses are targeting Australia, because in other places it’s harder.</p> <p>If we want to cut Australians’ losses, it’s time to look at rules about to come into force in the UK.</p> <h2>Scams up 320% since 2020</h2> <p>The current federal government is doing a lot – <em>almost</em> everything it could. Within a year of taking office, it set up the <a href="https://www.accc.gov.au/national-anti-scam-centre">National Anti-Scam Centre</a>, which coordinates intelligence. Just this week, the centre reported that figure of $2.74 billion, which is down 13% on 2022, but up 50% on 2021 and 320% on 2020.</p> <p>It’s planning “<a href="https://treasury.gov.au/consultation/c2023-464732">mandatory industry codes</a>” for banks, telecommunication providers and digital platforms.</p> <p>But the code it is proposing for banks, set out in a <a href="https://treasury.gov.au/sites/default/files/2023-11/c2023-464732-cp.pdf">consultation paper</a> late last year, is weak when compared to overseas.</p> <h2>Banks are the gatekeepers</h2> <p>Banks matter, because they are nearly always the means by which the money is transferred. Cryptocurrency is now much less used after the banks agreed to limit payments to high risk exchanges.</p> <p>Here’s an example of the role played by banks. A woman the Consumer Action Law Centre is calling <a href="https://consumeraction.org.au/wp-content/uploads/2024/02/Joint-submission-CALC-CHOICE-ACCAN-31012024-Scams-Mandatory-code-treasury-consultA.pdf">Amelia</a> tried to sell a breast pump on Gumtree.</p> <p>The buyer asked for her bank card number and a one-time PIN and used the code to whisk out $9,100, which was sent overseas. The bank wouldn’t help because she had provided the one-time PIN.</p> <p>Here’s another. A woman the Competition and Consumer Commission is calling <a href="https://www.accc.gov.au/system/files/Targeting%20scams%202022.pdf">Niamh</a> was contacted by someone using the National Australia Bank’s SMS ID. Niamh was told her account was compromised and talked through how to transfer $300,000 to a “secure” account.</p> <p>After she had done it, the scammer told her it was a scam, laughed and said “we are in Brisbane, come find me”.</p> <h2>How bank rules protect scammers</h2> <p>And one more example. Former University of Melbourne academic <a href="https://www.researchgate.net/publication/377766055_Scams_Blaming_the_Victims">Kim Sawyer</a> (that’s his real name, he is prepared to go public) clicked on an ad for “St George Capital” displaying the dragon logo of St. George Bank.</p> <p>He was called back by a man using the name of a real St. George employee, who persuaded him to transfer funds from accounts at the AMP, Citibank and Macquarie to accounts he was told would be in his and his wife’s name at Westpac, ANZ, the Commonwealth and Bendigo Banks.</p> <p>They lost <a href="https://www.afr.com/wealth/personal-finance/i-lost-2-5m-of-my-super-to-scammers-20240423-p5flzp">$2.5 million</a>. Sawyer says none of the banks – those that sent the funds or those that received them – would help him. Some cited “<a href="https://www.choice.com.au/money/financial-planning-and-investing/stock-market-investing/articles/st-george-capital-investment-scam">privacy</a>” reasons.</p> <p>The Consumer Action Law Centre says the banks that transfer the scammed funds routinely tell their customers “it’s nothing to do with us, you transferred the money, we can’t help you”. The banks receiving the funds routinely say “you’re not our customer, we can’t help you”.</p> <p>That’s here. Not in the UK.</p> <h2>UK bank customers get a better deal</h2> <p>In Australia in 2022, only <a href="https://download.asic.gov.au/media/mbhoz0pc/rep761-published-20-april-2023.pdf">13%</a> of attempted scam payments were stopped by banks before they took place. Once scammed, only 2% to 5% of losses (depending on the bank) were reimbursed or compensated.</p> <p>In <a href="https://www.psr.org.uk/information-for-consumers/app-fraud-performance-data/">the UK</a>, the top four banks pay out 49% to 73%.</p> <p>And they are about to pay out much more. From October 2024, reimbursement will be compulsory. Where authorised fast payments are made “because of deception by fraudsters”, the banks will have to reimburse <a href="https://www.thomsonreuters.com/en-us/posts/investigation-fraud-and-risk/app-fraud-uk">the lot</a>.</p> <p>Normally the bills will be split <a href="https://www.psr.org.uk/news-and-updates/latest-news/news/psr-confirms-new-requirements-for-app-fraud-reimbursement/">50:50</a> between the bank transferring the funds and the bank receiving them. Unless there’s a need for further investigations, the payments must be made within five days.</p> <p>The <a href="https://www.psr.org.uk/media/as3a0xan/sr1-consumer-standard-of-caution-guidance-dec-2023.pdf">only exceptions</a> are where the consumer seeking reimbursement has acted fraudulently or with gross negligence.</p> <p>The idea behind the change – pushed through by the Conservative government now led by UK Prime Minister Rishi Sunak – is that if scams are the banks’ problem, if they are costing them millions at a time, they’ll stop them.</p> <p><a href="https://www.thepost.co.nz/business/350197309/banks-given-fraud-ultimatum">New Zealand</a> is looking at doing the same thing, <a href="https://www.biocatch.com/blog/mas-shared-responsibility-fraud-losses">as is Singapore</a>.</p> <p>But here, the treasury’s discussion paper on its mandatory codes mentions reimbursement <a href="https://treasury.gov.au/sites/default/files/2023-11/c2023-464732-cp.pdf">only once</a>. That’s when it talks about what’s happening in the UK. Neither treasury nor the relevant federal minister is proposing it here.</p> <h2>Australia’s approach is softer</h2> <p>Assistant Treasurer Stephen Jones is in charge of Australia’s rules.</p> <p>Asked why he wasn’t pushing for compulsory reimbursement here, Jones said on Monday <a href="https://ministers.treasury.gov.au/ministers/stephen-jones-2022/transcripts/interview-mark-gibson-abc-perth">prevention was better</a>.</p> <blockquote> <p>I think a simplistic approach of just saying, ‘Oh, well, if any loss, if anyone incurs a loss, then the bank always pay’, won’t work. It’ll just make Australia a honeypot for these international crime gangs, because they’ll say, well, ‘Let’s, you know, focus all of our activity on Australia because it’s a victimless crime if banks always pay’.</p> </blockquote> <p>Telling banks to pay would certainly focus the minds of the banks, in the way they are about to be focused in the UK.</p> <p>The <a href="https://www.ausbanking.org.au/submissions/">Australian Banking Association</a> hasn’t published its submission to the treasury review, but the <a href="https://consumeraction.org.au/scams-mandatory-industry-codes-consultation-paper/">Consumer Action Law Centre</a> has.</p> <p>It says if banks had to reimburse money lost, they’d have more of a reason to keep it safe.</p> <p>In the UK, they are about to find out. If Jones is right, it might be about to become a honeypot for scammers. If he is wrong, his government will leave Australia even further behind when it comes to scams – leaving us thousands more dollars behind per day.<!-- Below is The Conversation's page counter tag.
